Throwaway test layer on top of enable_v1_delta_build. Drop before merge. - DOUBLE-RENAME package-build.yml -> sources-upload.yml so ADO def 5358 runs the build pipeline during testing (revert + re-point ADO at switchover). - package-build-stages.yml: scratch (drop --official-build) + CT_BUILD_REASON=IndividualCI. - steps/common-steps.yml: DELTA_QUERY_BRANCH=refs/heads/4.0. - determine_commit_range.py: allow 'manual' baseline + DEBUG + proof logging. - marker packages: cpio/dtc/gengetopt (force a non-empty build set).
